Housing as critical social and economic infrastructure: A decision-making framework

Abstract Housing is an important social and economic asset for society. However, increasing costs of living demand affordable housing outpacing supply in Australia. Governments providers, particularly community are grappling with these challenges. This paper discusses steps towards building a more rigorous, evidence-based approach provision It proposed that be considered like other critical infrastructure such as schools, hospitals civil (i.e., roadways). The presents findings Australian industry-led research undertaken between 2014 to 2020. Past current inform the decision-making framework, including: (i) productivity-based conceptual framework; (ii) establishment nine impact domains including meaningful measurable outcomes indicators; (iii) composite return on investment which addresses broader benefits access safe secure housing; (iv) thirteen elements being used map complex integrated network. emergent framework resulting from this longitudinal study will tool government providers achieve economically socially sustainable outcomes.
